The polling booth is the smallest unit the party organises around, and it is where the state executive's agenda under Khandelwal has consistently returned. The reasoning is structural rather than rhetorical. A state unit that is strong at the top and thin at the booth cannot convert support into results, and cannot serve people between elections either.
