Six themes drawn from what Hemant Khandelwal has actually said and done since taking charge as State President in July 2025. These are stated organisational priorities, presented as reported — not campaign promises.

Priority 01

Strength is built at the booth, not at the podium.

The polling booth is the smallest unit the party organises around, and it is where the state executive's agenda under Khandelwal has consistently returned. Booth strengthening and organisational expansion have been standing items at the state executive meetings held during his presidency, including the two-day meeting at Orchha on 30 and 31 August 2026.

The reasoning is structural rather than rhetorical. A state unit that is strong at the top and thin at the booth cannot convert support into results, and cannot serve people between elections either.

Priority 02

Continuous coordination between every level.

Booth, mandal, district, state: four tiers that only function if they are actually talking to one another. Meetings with workers at each of these levels have been described as taking place continuously under his presidency, with an emphasis on constant coordination rather than periodic assembly.

Training sits alongside coordination. Organisational programmes, worker training and expansion have been listed together as the agenda of the state executive — a recognition that structure without capability is only a list of names.

Priority 03

Welfare that reaches the last person in society.

A recurring theme in his addresses to party workers is that the message of public welfare schemes should reach the last person in society. It is a statement about delivery: schemes that exist on paper but are not known to the people entitled to them have not, in practice, been delivered.

Speaking at the state executive meeting, Khandelwal said that under the leadership of Chief Minister Mohan Yadav the state is making progress in every field and giving priority to every section of society.

Priority 04

The party organises. The government governs.

One of the clearest positions Khandelwal has taken as State President concerns the boundary between the party organisation and the administration. He has said that it is not appropriate for the party to directly monitor the functioning of the government.

It is a distinction with practical consequences. It places the party's own work — membership, training, booth structure, public outreach — at the centre of the state unit's agenda, and leaves administrative oversight to the institutions constitutionally responsible for it.

Priority 05

A permanent address in every district.

Long before the state presidency, Khandelwal was associated with establishing district party offices across Madhya Pradesh. A district office is infrastructure in the plainest sense: a fixed place where records are kept, workers are trained and citizens can present a grievance without needing a personal contact.

This strand connects directly to the booth-level priority. Permanent premises give the district tier something to operate from, and give the tiers below it somewhere to report to.

He has been described as instrumental in establishing district party offices across the state.

Priority 06

The rural economy, taken seriously.

Khandelwal's own business interests lie in dairy, agriculture and agro products — the same sectors that carry the economy of the district he represents. That background has translated into engagement with the cooperative dairy structure at state level.

He has been reported to have played a pivotal role in Madhya Pradesh signing a memorandum of understanding with the National Dairy Development Board for the revamp of the dairy cooperative sector — work that reaches small producers directly rather than through intermediaries.
