Six areas in which Hemant Khandelwal's work is documented in the public record. Each is set out in the same four parts — the context it arose in, the objective, the work itself, and why it mattered.

Representing Betul

Betul is the through-line of the entire record. It is the constituency his father represented in the Lok Sabha four times over, the seat he himself entered public life through in 2008, and the Assembly constituency he has held across two separate terms.

Context

A district in the southern belt of Madhya Pradesh with a substantial tribal population and an economy shaped by agriculture. The family's association with the seat dates to 1980, when Vijay Kumar Khandelwal became district president.

Objective

To hold and serve a single constituency continuously rather than moving between seats — representing it in Parliament, in the state legislature, and through the party's district structure.

The work

Member of Parliament for Betul, 2008–2009. District president of the party in Betul, 2010–2013. Member of the Legislative Assembly for Betul, 2013–2018 and again from 2023. Constituency work across this period has been reported to concentrate on roads, education, healthcare provision and farmers' concerns.

Significance

The 2023 result is the clearest measure: having lost the seat in 2018, he regained it from the same opponent five years later — a return that few defeated incumbents achieve.

Building the organisation

More of Khandelwal's career has been spent running the party's structure than occupying its public platforms. The district presidency, the state treasury and the state presidency itself are all organisational posts.

Context

Madhya Pradesh is one of the party's largest state units. Its effectiveness rests on structures that reach from the state committee down through districts and mandals to individual polling booths.

Objective

To make that chain function — committees that are actually constituted, workers who are actually trained, and coordination that holds between levels.

The work

District president, Betul, 2010–2013. Treasurer of the Madhya Pradesh unit, 2014–2018. State President since 2 July 2025. He has been described as instrumental in establishing district party offices across the state — permanent premises rather than borrowed rooms.

Significance

Physical district offices and a working booth structure outlast any single campaign. Under his presidency, state executive meetings have made booth strengthening, organisational expansion and worker training their standing agenda.

Election management

Election management is a discipline of its own: rosters, polling agents, logistics and the sequencing of a campaign. Khandelwal has held these responsibilities inside Madhya Pradesh and outside it.

Context

National parties routinely deploy experienced organisers to states other than their own during major elections, both to add capacity and to transfer method.

Objective

To convert organisational strength into polling-day performance — the point at which structure either holds or does not.

The work

Convener for election management during the Lok Sabha election. Earlier assignments overseeing election strategy in Uttar Pradesh and West Bengal. Pravasi karyakarta prabhari responsibilities in 2021 and 2022, coordinating workers deployed away from their home units.

Significance

These assignments account for much of the period between his two Assembly terms, and are the clearest evidence of a reputation built on method rather than platform.

Party institutions

Alongside elected office, Khandelwal chairs the Kushabhau Thakre Vichar Nyas — the state unit's think tank, named for one of the figures who built the organisation in Madhya Pradesh.

Context

Kushabhau Thakre was among the most significant organisers in the party's history in Madhya Pradesh, and the trust named after him occupies a place in the state unit's institutional memory.

Objective

To maintain a body concerned with the organisation's thinking and its record, distinct from its day-to-day political operation.

The work

Chairman of the Kushabhau Thakre Vichar Nyas, a role he has held concurrently with his other responsibilities. He also served as treasurer of the state unit from 2014 to 2018, holding responsibility for its finances.

Significance

Finance and institutional custodianship are positions of trust rather than visibility. Holding both is one reason his elevation to the state presidency was read as a decision about reliability.

Education and tribal welfare

One strand of Khandelwal's work sits outside politics altogether: his involvement in establishing Bharat Bharati, a model residential school for tribal students.

Context

Betul and the surrounding districts have a substantial tribal population, for whom residential schooling has long been one of the few practical routes to sustained secondary education.

Objective

To create a residential institution capable of serving tribal students to a standard that would stand as a model.

The work

He worked with the senior Rashtriya Swayamsevak Sangh functionary Suresh Soni on establishing Bharat Bharati as a model residential school for tribal students.

Significance

This association has been cited in reporting on his 2025 elevation as a factor in his standing within the wider organisation — work of a kind that accumulates quietly over years.

Enterprise and the rural economy

Khandelwal is a businessman as well as a politician. His interests — dairy, agriculture, food and agro products — sit in exactly the sectors that dominate the district he represents.

Context

Madhya Pradesh's rural economy rests heavily on agriculture and on the dairy cooperative sector, which links large numbers of small producers to organised markets.

Objective

To strengthen the cooperative dairy structure in the state, drawing on national institutional capacity.

The work

As an independent businessman with investments in dairy, agriculture and food and agro products, he has been reported to have played a pivotal role in Madhya Pradesh signing a memorandum of understanding with the National Dairy Development Board for the revamp of the dairy cooperative sector.

Significance

Cooperative dairy reform reaches households directly. It is also an unusual competence for a state party president to bring to the role.
